What Is PMRF?

The Prime Minister's Research Fellowship was launched by the Government of India in 2018. The goal is to attract the best B.Tech/BS graduates into research by offering competitive fellowships that rival private sector salaries.

PMRF fellows are those top-tier students who might otherwise go directly into industry (Google, Microsoft, TCS, etc.) but choose to do a PhD because the financial package is competitive.

Why PMRF Exists

India's biggest research challenge is that its brightest engineering graduates choose industry over research. PMRF tries to fix this by paying PhDs ₹70k–80k/month — which is comparable to a good entry-level software engineering salary.

HRA varies by city. IIT campus towns are typically Z-category cities. IIT Delhi (Delhi) and IIT Bombay (Mumbai) get higher HRA.

Annual Research Grant

Every PMRF fellow gets ₹2,00,000 per year for research expenses. This covers:

PMRF Eligibility — The Strict Requirements

Requirement 1: Qualifying Institution

You must have completed your qualifying degree from one of these:

  • Any of the 23 IITs (Indian Institutes of Technology)
  • IISc (Indian Institute of Science)
  • Any of the 5 IISERs (Indian Institutes of Science Education and Research)
  • NITs (National Institutes of Technology)
  • IIITs (Indian Institutes of Information Technology — National Importance category only: Allahabad, Hyderabad, Bangalore, Gwalior, Jabalpur, Kancheepuram, Kurnool, Pune, Srirangam)
  • Central institutions like IIT(ISM) Dhanbad
  • Other Centrally Funded Technical Institutions (CFTIs)

Critical Note: If you graduated from RKGIT (affiliated with AKTU/state university), you are NOT directly eligible for PMRF under the standard track. RKGIT is a private engineering college affiliated with a state university, not a CFTI.

Requirement 2: Minimum CGPA

  • CGPA ≥ 8.0 on a 10-point scale
  • OR equivalent marks if your institution does not use CGPA

Requirement 3: PhD Program Enrollment

You must be enrolled in a full-time PhD program at any of the PMRF-granting institutions (IITs, IISc, IISERs, select NITs).

Requirement 4: Timing

  • Direct Entry: Applied within 2 years of completing B.Tech (without Master's) or within 1 year (with Master's).
  • Lateral Entry: Already enrolled in PhD for ≤ 12 months (with Master's) or ≤ 24 months (without Master's).

Can RKGIT Graduates Apply for PMRF?

The Honest Answer:

Directly: No. RKGIT is affiliated with AKTU, which is a state university. PMRF currently requires graduation from CFTIs (Central Government institutions).

But here is a workaround:

  1. Complete B.Tech from RKGIT (done).
  2. Complete an M.Tech from an IIT or NIT (GATE required).
  3. Apply for PhD at an IIT after M.Tech.
  4. Apply for PMRF lateral entry during PhD (M.Tech holders have a better shot at lateral PMRF).

This is a longer path (B.Tech → M.Tech → PhD → PMRF) but is achievable.

Alternative: If you have an extremely outstanding B.Tech performance (9.5+ CGPA, publications, Olympiad achievements) and strong recommendations, some institutions may consider you for their research programs that feed into PMRF.

Selection Steps

Step 1: Apply on PMRF Portal

  • Visit: https://pmrf.in
  • Create account and fill the application form.
  • Upload: Academic transcripts, CGPA/marks, GATE score, research publications (if any), supervisor details.

Step 2: Departmental Shortlisting

  • The department at your PhD institution shortlists candidates.
  • Your supervisor (PhD guide) must agree to guide you.

Step 3: National Expert Committee Review

  • Shortlisted applications go to a national committee.
  • Review: Academic performance, research potential, SOP.

Step 4: Selection

  • ~900 fellows selected per year across India.
  • Offer letter sent via PMRF portal.

  • GATE → IIT M.Tech (2 years) → PhD at IIT → Apply for PMRF lateral entry during PhD → ₹70k–80k fellowship

Option 2 (5–6 years):

  • GATE → Direct PhD at IIT (no M.Tech) → Apply for lateral PMRF during PhD

If you have exceptional academic performance or research, it is worth pursuing.

Q: How many PMRF fellows are there from CSE?

A: CSE and related engineering fields are the most common domains. IIT Delhi, IIT Bombay, IIT Madras, and IISc have the highest number of PMRF fellows.
